Mountain View College and DOST-Bukidnon Formalize Strategic Partnership Through MOU Signing
MALAYBALAY CITY, August 6, 2026 — Mountain View College (MVC) and the Department of Science and Technology (DOST) -Bukidnon strengthened their commitment to advancing science, technology, and innovation (STI) through the signing of a Memorandum of Understanding (MOU) at the DOST Innovation Hub.
The partnership establishes a strategic framework for collaboration in research, extension, innovation, and community development, creating greater opportunities to enhance research capacity, translate scientific knowledge into practical solutions, and deliver programs that benefit students, faculty, researchers, and local communities. The partners endorsed “NUTRISOY”, a community extension initiative of Mountain View College through the Community Extension Services Office (CESO) that promotes soybean production, utilization, and nutrition in local communities. The initiative is envisioned to serve as a catalyst for future soybean research and extension programs, ultimately paving the way for the establishment of the Soybean Center for Research and Extension at Mountain View College.
The Memorandum of Understanding (MOU) signing was attended by the personnel of the Department of Science and Technology Provincial Office–Bukidnon (DOST-Bukidnon), led by Ms. Ritchie Mae L. Guno, Provincial Director. Representing Mountain View College were Dr. Remwil R. Tornalejo, MVC President; Dr. Joan Dale S. Talose, Director of the Community Extension Service and Project Leader; Ms. Janeth T. Khanye, Faculty Member and CESO Coordinator of the School of Agriculture and Project Co-Leader; Dr. Grace P. Abris, Director of the Center for Research and Project Consultant; and Dr. Donato P. Iligan, Faculty Member and CESO Coordinator of the School of Business and Accountancy. Also serving as key members of the project team are Ms. Febe Ann S. Sumicad, Research Assistant, and Mr. Rocky Solis, Faculty Member and CESO Coordinator of the School of Nursing and Project Co-Leader. Their participation reflects the collaborative commitment of DOST-Bukidnon and Mountain View College to advancing research and extension initiatives that support community development and evidence-based government programs.
During the ceremony, MVC President Dr. Remwil R. Tornalejo received the Compendium of Science and Technology Research and Development (R&D) Statistics in recognition of the college’s participation in the national survey on R&D expenditures and personnel. The publication serves as an essential resource for measuring the country’s STI performance and informing evidence-based policies and planning.
The event was followed by fruitful discussions on future research, extension, and innovation initiatives between Mountain View College and the personnel of DOST-Bukidnon. The dialogue was later joined by the Provincial Director of the Department of Trade and Industry (DTI) Ms Famelah Racquel D. Villanueva, whose insights opened new opportunities for collaboration in research commercialization, enterprise development, value-adding, product innovation, and industry linkage. DTI also reaffirmed its commitment to supporting MVC in strengthening its emerging industries. It was emphasized that Mountain View College possesses a wealth of underutilized natural, agricultural, and institutional resources with significant potential for research, extension, innovation, and enterprise development. Participants recognized that realizing this potential would require strong partnerships among government agencies, academia, and industry. The exchange of ideas highlighted a shared vision of leveraging these resources to generate impactful research, sustainable extension programs, and innovative technologies that will benefit local communities while contributing to regional development.
More than a ceremonial agreement, the MOU signifies the shared commitment of MVC and DOST Bukidnon to cultivate a stronger research and innovation ecosystem that advances higher education and contributes to sustainable and inclusive regional development. Through initiatives such as NUTRISOY, the partnership demonstrates a shared vision of integrating research, extension, and innovation to address community needs while laying the foundation for expanded soybean research, technology development, and the eventual establishment of the Soybean Center for Research and Extension at Mountain View College.
